Wisconsin: Proposed rule regarding statewide materials recycling and effective recycling programs

Highlights
The Department of Natural Resources has published a proposed Rule to:
- update annual reporting and submittal requirements for recycling facilities
- implement the compliance assurance plans to clarify responsible unit enforcement requirements
- clarify existing code requirements and modify standards in certain chapters of the solid waste code
- evaluate and codify potential food waste reduction strategies and education requirements for an effective recycling program
- update the basis of collection standards to reflect changes in recyclable material content and volume
- outline a list of entities that may be affected by the proposed rules
- require owner financial responsibility for material recovery facilities and
- remove outdated code requirements.
