Highlights

The Arkansas Pollution Control and Ecology Commission has published Rules to:

  • implement regional and local solid waste management systems
  • outline permit application procedures 
  • provide for the management of different classes of landfills
  • outline the requirements for composting facilities, transfer stations, construction and demolition recovery facilities and material recycling facilities
  • require persons to install ground-water monitoring systems and implement corrective actions
  • conduct geotechnical and hydrogeological site investigations
  • outline the criteria for financial assurance
  • clarify the post-closure care for all solid waste disposal and management facilities
  • outline the enforcement process for a contravention of the provisions and
  • specify a list of hazardous constituents and the maximum contaminant levels.
