Highlights
The City Council of the City of Encinitas has published an Ordinance amending the Encinitas Municipal Code to:
- prohibit unauthorised persons from disposing and collecting solid waste
- outline the exempted types of collection or transportation of solid waste
- empower the City Manager to issue limited or temporary franchises to perform collection services during emergencies
- outline the terms of franchise
- outline the circumstances whereby a franchise may be revoked
- outline the obligations of customers and franchisees
- allow shared collection services, subject to conditions
- make special provisions regarding the method of disposal by customers
- clarify the specifications of franchisee's vehicles
- clarify that the franchisee may impose a charge for the collection of solid waste after approval from the City Council and
- impose waste collection charges.
