Highlights
 

The City Council of the City of Encinitas has published an Ordinance amending the Encinitas Municipal Code to:

  • prohibit unauthorised persons from disposing and collecting solid waste
  • outline the exempted types of collection or transportation of solid waste
  • empower the City Manager to issue limited or temporary franchises to perform collection services during emergencies
  • outline the terms of franchise
  • outline the circumstances whereby a franchise may be revoked
  • outline the obligations of customers and franchisees
  • allow shared collection services, subject to conditions
  • make special provisions regarding the method of disposal by customers
  • clarify the specifications of franchisee's vehicles
  • clarify that the franchisee may impose a charge for the collection of solid waste after approval from the City Council and
  • impose waste collection charges.
