The Council of the City of Bakersfield has issued an Ordinance amending Bakersfield Municipal Code to:

• impose special charges on special waste collection and management services 
• provide for the refunds of billing, collection and payment of charges
• empower the finance director to enforce the provisions on billing and collection of charges
• prohibit the unlawful disposal of solid waste and recovery of recyclable materials
• outline the obligations of commercial generators and multi-family dwelling units, facility operators and community composting operations, self-haulers, commercial edible food generators and edible food recovery organizations and services
• clarify the manner to discard materials in required containers
• require generators to make arrangements for the proper collection and disposal of discarded materials
• prohibit unauthorised persons to manage solid waste
• waive the requirements for commercial businesses and multi-family dwellings to comply with the provisions, subject to conditions
• empower officers to investigate and inspect all waste management facilities and
• outline the enforcement process for non-compliance with the provisions.
